Strategic Communication Support to Rural Development Department, Government of Bihar

Government of Bihar through its key departments is pursuing a wide range of capacity building initiatives supported by the World Bank under a Technical assistance Program. One such key department is the Rural Development Department (RDD) that is undertaking several reform initiatives aimed at creating systems and processes that ensure citizens at the centre of its operations.

Persistent, and often increasing, inequalities is largely the result of ‘social exclusion’, whereby groups of people (based on their identity) are denied rights to fully participate in society, leading to material and other forms of deprivation. In recognition of this, UNICEF India has placed social inclusion as a central pillar in its current country programme, parallel with the theme of inclusive growth articulated in India’s 11th Five Year Plan. In lieu of this strategic understanding, UNICEF India has recognized that a broad-based analysis of lessons from NGO and other initiatives working in social development and towards reducing disparities and exclusion will contribute to furthering both, UNICEF’s own work in the area, as well as government policy and action.

Bihar Social Welfare Minister launches website of Department

The Department of Social Welfare (DoSW) became an independent department on the subject of Women and Child Development on April 1, 2007. The key mandate of the Department is the protection of the interests and rights of women, children, older persons and persons with disabilities, with focus on the marginalised sections of society.
