Bihar Social Welfare Minister launches website of Department

The Department of Social Welfare (DoSW) became an independent department on the subject of Women and Child Development on April 1, 2007. The key mandate of the Department is the protection of the interests and rights of women, children, older persons and persons with disabilities, with focus on the marginalised sections of society.

The Department of Social Welfare, Government of Bihar works closely with the Ministry of Women and Child Development and Ministry of Social Justice and Empowerment. It also works with the National Commission for Protection of Child Rights, National Commission for Women, and National Human Rights Commission. It is also closely associated with national institutions like the Rashtriya Mahila Kosh and the National Handicapped Finance and Development Corporation. All programmes and schemes of the Department are implemented through the Directorate of Social Welfare (DSW), Directorate of Social Security and Disability (DSS&D) and the Directorate of Integrated Child Development Services (ICDS).

New Concept assisted the Department in revamping its old website into an innovative, updated, comprehensive, user-friendly and functional 24x7 website. It would serve as a bilingual and interactive tool to disseminate information to internal as well as external stakeholders. This Project of DoSW was supported by the World Bank.

The scope of work involved meeting with the officials, functionaries and beneficiaries at the district, block and village levels for a needs assessment at all the levels, including Child Welfare Committee (CWC) and Juvenile Justice Board (JJB) members, staff of welfare homes, NGO partners, District Child Protection Society, functionaries involved in the implementation of the social security programmes and block/village level implementing partners, Panchayati Raj Institution (PRI) members, Community based Organisations (CBOs) and beneficiaries. FGDs were conducted at the village level to assess the information availability and requirement. An infrastructure analysis at all the levels was also conducted along with assessing the information needs to aid in creating a structure of the website.

Constant engagement and regular interaction with the Principal Secretary, Social Welfare Department, Bihar and the World Bank project team, and also with officials from the three directorates – Directorate of Social Welfare, Directorate of Social Security and Disability, and Directorate of ICDS helped in developing directorate-specific Management Information System.

The new website holds all information about the DoSW as well as detailed information on policies and schemes around child protection and women’s development.

This website adheres to Level AA of the Web Content Accessibility Guidelines (WCAG 2.0) of the World Wide Web Consortium (W3C) and fulfills the accessibility norms for Persons with Disabilities. The website was launched at Hotel Chanakya in Patna, Bihar by Smt. Parveen Amanullah, Hon’ble Minister for Social Welfare on February 22, 2012.
